This paper is the organizational development plan proposal for my final paper in this class. Within this proposal I will give a description of the organizationI have selected, a brief history of my involvement with the organization, a short description of the problem in need of a solution, and my proposed change initiative.
The organization that I have selected for my organizational development plan proposal is none other than the organizational I currently work for, Unites States Strategic Command (USSTRATCOM). I made this choice since there are so many areas of this Command that have problems, it would be easy to isolate one and make a plan to implement a change. Not many people know about what USSTRATCOM really does, (some have heard the name in the news), and so I will give you a short description about this Major Command.
USSTRATCOM is located at Offutt Air Force Base near Omaha, Nebraska. USSTRATCOM is one of nine Unified Combatant Commands of the United States Department of Defense (DoD). USSTRATCOM is also in charge of all space operations (such as military satellites and rockets), information operations, missile defense, global command and control (C2), intelligence, surveillance, and reconnaissance (also known as C4ISR), global strike and strategic deterrence, (by using the United States nuclear arsenal), and combating weapons of mass destruction.
USSTRATCOM was established in 1992, and was the successor to the Strategic Air Command (SAC). In October 2002, USSTRATCOM merged with the United States Space Command (USSPACECOM). USSTRATCOM employs more than 2,700 people, representing all four services, and also including DoD civilians and contractors.
Strategic Command is one of the three Unified Combatant Commands organized along a functional basis. The other six are organized on a geographical basis. The unified military combat command structure is intended to give the President of the United States and the Secretary of Defense a unified resource for greater understanding of specific threats around the world and the means to respond to those threats as quickly asS possible. (USSTRATCOM, 2014).
I personally, have quite a bit of experience with this Command. I was first stationed here in December of 1995- August of 1999. I worked as an intelligence analyst in the Joint Intelligence Center (JIC) for my entire first Air Force assignment. After getting medically discharged from the Air Force, I returned to USSTRATCOM in October of 2005 as a systems engineering contractor, and I have been working in the building ever since. I have witnessed the arrival and departure of many USSTRATcOM Commander’s. Over my career in the building I have witnessed many problems arise and very few of them were solved properly.
The problem that I believe is in need of a solution here at USSTRATCOM is that the organization has very cumbersome management practices. The way management here works is like this: Imagine a construction site. On that construction site there are eight men who have to diga hole. They all discuss how the hole is going to get dug and then finally one man picks up a shovel and starts digging, while the other seven men stand around and supervise. If everyone is a supervisor, nobody is a supervisor. This mentality needs to change so that the Command could operate a bit more smoothly and actually accomplish our mission. I propose to change the managerial hierarchy of the Command to ensure that there is not an overabundance of managers leading one section or part of the organization. I want to ensure that there are enough worker bee’s getting the job done with only a handful of queen bee’s looking on.
In this paper I presented my initial organizational development plan proposal for my final paper in this class. Within this proposal I gave a description of the organization I have selected, a brief history of my involvement with the organization, a short description of the problem in need of a solution, and my proposed change initiative. I look forward to researching this issue more and coming up with a proposal that will work to implement the change.
